As part of the implementation of the National Strategy for Higher Education and Scientific Research, the Supreme Council of Universities announced the launch of the Academic Integrity and Research Ethics Guide in Egypt. This guide is the first comprehensive and unified national framework aimed at establishing the values of scientific integrity, enhancing the quality of scientific research, and ensuring the governance of academic practices within Egyptian universities and research institutions.
This guide represents a qualitative leap in the higher education and scientific research system, shifting scientific research from reliance on individual efforts and inconsistent standards to an integrated national system based on clear rules and sustainable institutional procedures that align with best practices and international standards.
The guide includes several key components, most notably:
- Providing precise definitions for the concepts of academic integrity, plagiarism, data falsification, and conflicts of interest.
- Establishing a comprehensive framework for research ethics that encompasses research on humans, animals, the environment, and data.
- Providing clear guidelines for responsible scientific publishing, peer review, research authorship, and researcher ranking.
- Developing preventative mechanisms for awareness and capacity building within universities, along with fair and transparent procedures for addressing violations. - Supporting the governance of research ethics committees and linking them to international benchmarks.
- Keeping pace with digital transformation and the use of artificial intelligence and big data within a disciplined ethical framework.
The Supreme Council of Universities affirmed that this guide contributes to raising the quality and credibility of Egyptian scientific research, enhancing the international community's confidence in the outputs of national universities and research institutions, supporting responsible innovation, and linking knowledge to sustainable development priorities, thereby strengthening the competitiveness of Egyptian academic institutions regionally and internationally.
